Date of assessment: 8 May to 24 May 2024. This assessment had 2 unannounced on-site visits, we found the provider was still in breach of regulations in safe care and treatment, good governance, person-centre care, and staffing. Blackwell Care Centre is a nursing home registered to support up to 49 people. They support older people, including those living with dementia. At the time of this assessment there were 41 people living at the service. During this assessment, we found people remained at risk of harm. The provider did not have effective systems to monitor and improve the quality of the service. People were not always supported to manage their known risks safely. Suitable arrangements were not in place to ensure safe staffing levels. The provider did not ensure people's care was personalised and met their emotional and social needs. In instances where CQC have decided to take civil enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

There was a mixed response from people and their families when we asked about the quality of the service. People and relatives felt the environment was safe for them and for their family members. However, our assessment showed risks to people had not always been suitably managed, and left people at risk of harm. We found elements of care did not meet the expected standards. Overall, people and relatives were happy with the staff. However, they told us staffing levels were not sufficient to meet their needs. Although we observed staff to be of caring nature, we found that staff worked with a task focused approach. This impacted the care people received and people’s care needs were not always met in line with their care plan. Relatives told us that the registered manager was trying to, ‘make things better’, although they had not seen any significant improvements.
