During an assessment under our new approach
We assessed a total of 17 quality statements. All were covered in the Safe and Well Led domain with 1 statement in each of Effective and Caring. The service did not meet the legal requirements of the Health and Social Care Act. We found there were a significant number of breaches of regulations. These were in relation to safe care and treatment, keeping people safe from harm, safe staffing, safe environments, medicines management, consent, overall governance and the overall closed culture of the service. A closed culture is a poor culture in a health or care service that increases the risk of harm. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
We have taken enforcement action and asked the provider to make improvements in these areas. We referred our findings to the local authority commissioning and safeguarding team, fire protection officer and environmental health team.
