ELSI (SW) Ltd is a ‘supported living’ service and registered to provide the regulated activity of personal care to people living in their own home. People’s care and housing are provided under separate contractual agreements. Care Quality Commission (CQC) does not regulate premises used for ‘supported living’. At the time of our assessment there were 6 people using the service. This is the first assessment for this service since it was registered with CQC on 15 October 2021. Assessment activity started on 14 May 2024 and finished on 29 May 2024. We visited the office on 22 May 2024. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. Right support – people were kept safe from risks of harm. Guidance was available to staff in people’s personalised risk assessments. There were enough staff providing consistent care and support to people. Right care – people had their own care plans which reflected their care needs. People told us staff were caring and respectful. The provider had systems available to record people’s end-of-life wishes but this work had not been started. Right culture – people all knew who the management team were and told us they would be able to raise concerns if needed. Governance systems were effective in identifying some improvement; however, not all governance systems were formalised so an accurate record could be kept of management discussions and visits to services. The registered manager recognised this shortfall and told us they would review their governance systems.

People's experience of the service

People and relatives told us they felt people were safe in their homes. Comments from people and relatives included, “We feel [relative] is kept safe by staff at the home”, “I don’t worry anymore, in fact I don’t even think about it anymore, [relative] is totally safe” and “I do feel safe here, there is always someone around, the staff are here all the time.” People and relatives told us staff were good at making sure people had their medicines as needed and people had the support they needed to attend health appointments. Staff encouraged people to maintain their routines and independence as much as possible. People and relatives told us, “[person] has really good routines and is doing very well”, “Staff encourage [person] to be independent, staff always make sure [person] gets involved” and “I have a good life, I can be who I want to be, doing what I want to do.” People and relatives were happy with the environment and told us it was always kept clean. Comments from people and relatives included, “The home is very clean, it never smells, it is lovely, the staff keep it nice” and “It is lovely there, it is brand new and always nice and clean. There is a nice atmosphere there too.” The service did not use agency staff which helped to provide a consistency of care to people. People and relatives told us they thought staff had a caring approach. Comments included, “They [staff] are always polite and respectful, there has been no agency used”, “The staff know [relative] really well, it absolutely works” and “I think they [staff] are caring. They are also trained to look after me if I need it.” People and relatives told us they knew who the management team were and felt able to approach them or make a complaint if necessary. One relative said, “The management are very proactive. They respond quickly to any concerns or suggestions we may have. We have a good relationship with them.”
