Care and treatment was planned and delivered in a way which was intended to ensure people's safety and welfare. Staff had been supported to complete training and develop the skills they needed to support people safely. There were enough staff to meet people’s needs. Staff were employed following the appropriate recruitment checks being completed.

Safeguarding

People were protected from the risk of abuse. Care plans identified when people may be at risk or vulnerable and what supported they needed to keep them safe.

Staff had received training on safeguarding and knew how to raise concerns. Staff told us it was their responsibility to ensure people were safe and their rights were protected. One member of staff said, “If I had a safeguarding concern, I would inform my manager and refer to local authority and CQC.”

We observed people were relaxed and happy, enjoying activities with staff.

The registered manager discussed safeguarding people with staff during staff meetings. The provider had a safeguarding and ‘whistle blowing’ policy for staff to follow should they need to raise concerns.

Involving people to manage risks

Care plans and risk assessments were person centred and aimed to provide positive outcomes for people. People were involved in managing risks at the service. For example, people regularly took part in fire evacuation practices so that they knew how to respond if there was ever a fire at the service.

Staff knew people well and how they wished to be supported whilst maintaining their independence. Care plans and risk assessment were detailed providing all the information staff needed to support people safely.

We observed staff supported people safely to use equipment to support their needs. Adaptation to the service had been made to install a wet room, to assist people to access personal care. Should the service need to be evacuated there was an emergency grab bag containing important information situated near the exit for staff to take.

Risk assessments and care plans were person centred and provided guidance to staff on how best to support people. People were supported to live as independent lives as possible. Where people required specialist equipment, they were assessed by qualified professionals such as occupational therapists to ensure this was supplied. Staff received training in how to use equipment correctly.

Safe and effective staffing

People were supported by staff who knew how to support their needs. Each person had an allocated key worker to work closely with them and provide the support they required.

Staff told us they enjoyed working at the service with people and felt they had a good team. Staff felt supported by the management team and provider.

We observed people and staff to have positive interactions together and there were enough staff available to support people's individual needs.

The service did not use agency staff and had recently recruited new staff. Before staff started working at the service, they had an interview and visited the service so that people could meet them, and their interactions together could be observed. When staff first started at the service, they underwent training and had a full induction, including working shadow shifts with more experienced staff. One member of staff said, “When I first started, I was given time to meet people and read their person-centred care plans. I shadowed staff who showed me how people liked to be supported.” Staff had received training to enable them to have the skills and knowledge they needed to support people. Where people had specific needs, staff had received specialist training, for example in learning disability, autism and epilepsy. Appropriate checks were in place before staff started work including providing full work histories, references and a Disclosure and Barring Service (DBS) check. DBS provide information including details about convictions and cautions held on the Police National Computer. The information helps employers make safer recruitment decisions.
