During a routine inspection

As part of our inspection we spoke with four of the people who use the service and two relatives. People we spoke with told us that they were involved in making decisions about the level and type of support they received. They felt the staff always respected privacy and dignity and that the staff provided the necessary support. People we spoke with told us that staff from the service visited them before the care package began to assess and agree the support needed. They told us that they were involved in making decisions about the level and type of support they received. Comments from the people who use the service included 'I can decide'.

People who used the service and relatives we spoke with told us that they had confidence in the staff. They told us that they felt safe and that they would tell the manager or another staff member if they had any concerns.

We were told that people were able to express their views and make suggestions by talking to the staff. Comments regarding the staff included, 'They are nice people' and 'I already knew most of them, a friendly lot'.

We found that the provider had not operated effective recruitment procedures to ensure that staff were of good character and had the qualifications, skills and experience necessary for the work to be performed.
