During an inspection looking at part of the service

We spoke with five people who were using the service and four staff including the manager. People told us positive changes had been made at the home since our last inspection visit including the replacement of fixtures and fittings and redecoration of bathrooms and bedrooms.

People told us that their needs were being met and staff knew them well. Comments made by people who were using the service included, 'The staff know me and support me well' and 'Everything is fine, the staff know what I need'.

One person told us that their bed was a lot more comfortable since getting a new mattress. Another person commented that they liked the new sink unit in their bedroom and the bathroom was lovely and a lot brighter.

During a routine inspection

People living at Kirkland Court told us they had been asked about their care and treatment and understood and consented to it.

One person said, 'I have always made my own doctors appointments'. Another person commented, 'I was asked about my care and medical treatment and agreed to it'. They also said, 'I make my own decisions and can do what I want".

People told us they liked living at the home and they felt well supported by the staff. One person said, 'The staff have given me all the help and support I have needed'. Others said they were aware of their care plan and had agreed to the content. One person said, 'I can look at my care file whenever I want and I've had discussions with my key worker about my care plan". Others told us they were supported to take part in activities.

The people living at Kirkland Court told us that they felt safe living there. One person explained they 'feel a warmth, feel very safe'. Others told us that they felt confident to report any concerns they had to staff and that staff would support them.

People told us they liked their bedrooms and that they had enough space to give them privacy. Two people said their mattresses were uncomfortable, one explained, 'The springs are gone. It gives me a bad back'.

During a routine inspection

The people we spoke with said that they are well supported by the staff at the home and they said they receive the care and attention they need. They said they pursue their own interests and hobbies and take part in activities or outings arranged by staff if they want to. Some comments made by the people using the service were:

"The staff are good to me. I'm happy here."

"It's a nice service and the staff are great."

"I feel very well supported. The staff really encourage me."

"Staff listen and they are there for you if you need them."

As part of this review of compliance we asked Liverpool City Council and LINKs for their views about the service provided. LINKs provided no information for this compliance review.

Liverpool City Council had just completed a visit to the home on 10th November 2011 and at the time of writing this report their full findings were not available. We spoke to one of the officers who had carried out the visit. They said it was a very focused visit looking at records around staff training, recruitment and care plan reviews. They reported that no concerns arose from this visit.

LINKs are networks of individuals and organisations that have an interest in improving

health and social care services. They are independent of the council, NHS and other

service providers. LINks aim to involve local people in the planning and delivery of

services.
