During a routine inspection
We found that people's views and experiences were taken into account in the way the service was delivered in relation to their care. Their privacy, dignity and independence were respected. They were cared for by staff who were supported to deliver care and treatment to an appropriate standard. People told us they got on with the staff who supported them, saying also that the staff listened to them and were helpful.
The provider had systems to assess the service's quality and to manage risks to people who used the service, staff and others. People were protected from the risk of abuse because the provider had taken reasonable steps to prevent abuse, for example. People told us that they felt safe with the staff. However, we found they were not always protected against inappropriate or unsafe care because the planning and delivery of care did not always ensure individuals' welfare and safety.
A new manager was applying to register with us regarding the regulated activity provided. Senior staff told us they would be addressing other registration-related matters also, to ensure the provider's services in Devon were properly registered with us.
