People were protected from the potential risk of abuse. Risk was assessed and measures put in place to reduce risks people may face. Information to keep people safe was in people's care plans and was clear for staff to follow. Staff had been recruited to the service safely and were appropriately trained. There were enough staff to provide a safe service to people.

Safeguarding

People told us they felt safe with staff when they received personal care and support, people’s relatives told us the same. People and their relatives knew how to raise concerns about safety directly with the provider. One person said, “I feel very safe with them, they [staff] wrap me up in cotton wool.” A relative said, “Yes, [person] is safe, that’s why I feel so relaxed. I can call Goldsmith up if I have any concerns.”

Staff had a good understanding of their safeguarding responsibilities and told us they had regular opportunities to discuss and review their understanding to help them identify any concerns. All staff were fully confident the management team would respond appropriately if needed. A staff member said, “It is important we are aware of being able to pick up on something, no matter how small, that needs to be alerted. I'm confident in action being taken, anything raised is always addressed and always followed up, and they let us know as well. They remind us about this all the time and that we need to report everything if we have a concern.”

There were effective systems, processes, and practices to ensure people were safe from the risk of harm and abuse. The provider had an effective internal tracker to monitor raised and reported safeguarding. Safeguarding and whistleblowing policies and procedures were accessible to staff. Leaders notified the local authority and CQC of any safeguarding concerns where required.

Involving people to manage risks

Risk assessments were in place to reduce the risk of potential harm people may face for example pressure care and moving and handling. People and their relatives told us they were all involved in managing risk. The service worked jointly with people and their families to provide safe care and ensure risk assessments had clear guidance. A relative said, “I feel very confident that risk is managed and with discussions with me and [person] the care worker is fully aware and knows how to keep them safe.”

Staff had a good understanding of people’s risks and felt there was sufficient detail within people’s care records to help them understand how to keep people safe and reduce any identified risks. Staff also confirmed shadowing shifts before they worked with people helped them to get a better understanding of how to support them safely. A staff member added, “If I am hoisting a client, I let them know what I am doing at every point to keep them involved. I check the slings, make sure the equipment is safe and they are comfortable throughout.”

People's care records were updated regularly. Risks assessments were detailed and created with people and their relatives involvement, where needed. Staff had the time to read and understand people's risk assessments and any changes to people's information that impacted how their care was provided was communicated promptly.

Safe and effective staffing

The provider completed the appropriate police and criminal records checks, right to work checks were in place, references were obtained and verified. Staff received training to do their roles and the training matrix confirmed this. Supervision and appraisals were taking place in line with the policy and procedure, this provided staff with effective support within their role. Systems were in place to ensure staff were allocated to areas close to them to reduce travel time. The provider had recently introduced a call monitoring system, this helped them monitor staff arrival and departure times.

Staff were positive about their experience of working at the service and told us they were fully supported in their role. Staff confirmed they had manageable rotas and generally worked in their local area, which reduced the need to travel long distances between calls. Staff completed training to support them in their role and told us they had regular opportunities for refresher training, which included both online and practical modules. A staff member said, “We are always encouraged to complete training and it is well explained and easy to understand. It has given me the skills, experience and confidence to support me in health and social care.”

People and their relatives told us there were enough staff. They were pleased staff were on time and stayed for the full allocated time to provide safe care and treatment. Communication was important to people and their relatives and they were pleased they were kept up to date by staff if they were running late. People and their relatives felt staff were well trained and demonstrated they had the skills to effectively support them. One person said, "The regular ones are well trained, I do have other staff and they are trained too." A relative said, “I feel [staff] has good knowledge and experience and you can see that.”
