Equity in experiences and outcomes
We were not able to speak directly with the people using the service. However, feedback and evidence from other professionals told us that people did not consistently have their equality promoted or their rights protected.
The provider and staff did not fully recognise or understand how to ensure people’s care, treatment and support consistently promoted equality, removed barriers or delays and protected their rights. Although the provider and staff told us they supported people to live their chosen lifestyles, they were unaware that some of the limitations and restrictions placed on people, infringed their human rights.
There were inadequate processes and systems in place to ensure people using the service had their human rights protected and did not experience discrimination or inequality. People were not supported to make informed decisions about where they lived, as barriers prevented prospective care providers from completing assessments with people. The provider deemed it unsafe for people using the service to manage and administer their own medicines and people were not involved in discussions or risk assessments regarding these decisions. Appropriate processes were not followed to ensure restrictive decisions were made for people, in their best interests. This meant people may have been discriminated against and experienced inequality because of their mental health condition or learning disability.
