Our view of the service

Date of assessment 30 September 2024 to 10 October 2024. Chelmsford Care Centre is a ‘care home’ that provides nursing care for people living at the service. People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. CQC regulates both the premises, and the care provided, and both were looked at during this assessment. At the time of our assessment the service was supporting 57 people. The service had a manager registered with the Care Quality Commission. This means they and the provider are legally responsible for how the service is run and for the quality and safety of the care provided. We assessed 13 quality statements across safe and well-led key questions and have combined the scores for these areas with scores from the last inspection. This assessment was prompted by concerns shared with us by the local authority and information we held about the service in relation to safeguarding and the completion of pre assessments for people prior to their admission. We identified 1 breach of legal regulation in relation to good governance. We were not assured the provider had effective monitoring and oversight of people's care records and risk management. We have asked the provider for an action plan in response to our concerns.

People's experience of this service

Overall people and relatives were positive about the care they/their loved ones received. They told us they were supported by a consistent team of staff who knew them well. People felt safe using the service and staff knew how to support them. People received their medicines by trained and competent staff. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible. The provider’s systems to monitor the quality of the service needed further improvement to ensure more robust oversight of people’s risk management and monitoring records. Staff told us they felt supported and listened to and were confident any concerns they raised would be dealt with appropriately.
