Our view of the service

Date of assessment 31 October 2024 to 19 November 2024. Silverdale Nursing Home provides support to older people and younger adults living with dementia, sensory impairments and physical/learning disabilities. This assessment was carried out due to concerns raised by the local authority regarding the length of time taken to address actions to improve the home and that the home were supporting people with learning disabilities without adequate staff training. An assessment has been undertaken of a service that is used by autistic people or people with a learning disability but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We have found three breaches of the legal regulations in relation to person centred care, governance and staffing. The overall rating for the service has remained requires improvement based on the findings of this inspection. People living with learning disabilities were not consistently supported in line with current guidance ‘Right Support, Right Care, Right Culture’. People’s assessments were not always up to date and consistent and there was little evidence of meaningful goal setting. People were not always supported by staff who had been adequately trained to meet their needs. Systems in place to check the quality of the service were not always effective in identifying concerns. Systems in place to check the quality of the service were not always robust to ensure actions were taken. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

People's experience of this service

People and relatives told us they felt safe and told us staff supporting them were kind and caring. People received their medicines safely and as prescribed. People’s risk assessments were not always up to date and care documentation was not always consistent. People were supported to make their own decisions. People were supported by staff who understood safeguarding procedures but safeguarding referrals were not always made when needed. People and relatives raised some concerns regarding the change in direction of the home to supporting people with learning disabilities and how this could be sustained going forward. While the people and relatives we spoke with expressed that they were generally happy with their care, our assessment found elements of care did not meet the expected standards. People with learning disabilities were not receiving care in compliance with current guidance ‘Right Support, Right Care, Right Culture’. People were supported by staff who were not adequately trained in how to meet the needs of people with learning disabilities. People were not always supported in a way that followed best practice and ensured their holistic needs were met in line with guidance.
