People had specialist and adaptive equipment to help promote their independence. Staff promoted and maintained people’s independence wherever possible. This included encouraging the person they were supporting to do as much as they could for themselves. This helped people maintain their life skills where achievable. Staff understood the importance of people’s right to make their own choices and have these choices respected. Where agreed, staff helped people to access the local community. Staff understood and records prompted them of the importance, of responding quickly when a person was unwell or in an emergency.

Independence, choice and control

People told us that staff supported them to retain as much independence as possible. A person said when asked, “Yes, very much.” A relative told us how staff enabled their family member to attend religious services and maintain links with the community. They said, “We've always found them very accommodating. I mention what needs to be done. They have even taken [family member] to [named religious service]. They go out of their way to make sure she is happy and offer to take [them] out in (their) wheelchair for fresh air.”

Staff understood the importance of supporting people in line with their plan of care. They understood the importance of encouraging people to maintain their independence and life skills wherever possible. A staff member talked through a person’s equipment that maintained their independence. They said, “(Person) has a lot of equipment, mobility aids and walkers and Zimmer frames (and) shower seat…” The registered manager confirmed, “[Named staff member] has taken 1 service user to [religious service], they only go mainly at festivals. For 1 service user we take them shopping sometimes, it gets (them) out and about, also hairdressers.”

Care records we looked at clearly recorded the support people needed from staff to remain independent in their own homes and to maintain their life skills. Any specialist equipment or adaptations were documented in people’s care records to guide staff. However, records throughout the service were not always to the standard required.

Responding to people’s immediate needs

People told us they were assured that staff would contact external health professionals including the emergency services if needed.

Staff understood the importance of responding to people’s immediate needs including emergency situations. A staff member talked us through a theoretical example of what would be expected of them. They said, “In the instance of a fall I would call for help from the emergency services, I will try to find if he or she is conscious or unconscious and then call my line manager to inform them about what is going on. I would document and stay with them until the emergency service arrives.” Care records we looked at clearly reminded staff on the importance of clear communication with people. The importance of listening to and understanding people’s preferences and to escalate any concerns, including in an emergency. This information was also discussed at staff meetings held.
