Regal Court Limited provides care and support to people living in a supported living setting so that they can live as independently as possible. At the time of the assessment, five people were using the service. CQC does not regulate premises for supported living; this inspection looked at people’s care and support. This assessment was prompted in part by concerns about the management of the service. We carried out an on-site assessment on 03 June and 07 June 2024 and an off-site assessment commencing on 03 June 2024 and ending on 11 June 2024. We looked at 14 quality statements: covering safe, effective, responsive and well-led domains. This service was registered with us on 11 April 2023, and this is their first assessment. We expect health and social care providers to guarantee autistic people and people with a learning disability the choices, dignity, independence and good access to local communities that most people take for granted. Right support, right care, right culture is the statutory guidance which supports CQC to make assessments and judgements about services providing support to people with a learning disability and/or autistic people. The service was not able to demonstrate how they were meeting some of the underpinning principles of Right support, right care, right culture. At this assessment we found four breaches of the regulations. People were not always protected from the risk of abuse or harm. The provider failed to follow safe recruitment practices and several staff were employed without prior appropriate checks being carried out. Some people’s care records did not reflect accurate information. The provider’s quality assurance systems were not effective. CQC have decided to take enforcement action against the provider, we will publish this information on our website after any representations and/or appeals have been concluded.

People's experience of the service

People and their relatives gave us mixed feedback about their experiences. They felt safe when receiving care from staff. The registered manager engaged well with people and their relatives; however they said sometimes the communication with the provider was unclear and were not aware if staff were adequately trained, but gave positive feedback about one member of staff. People/ their families told us they had no access and were not given a copy of the care and support plan of their loved ones.
