The provider failed to provide safe effective leadership, governance and to have and maintain robust oversight of the service and its delivery. The registered manager and staff told us they worked in partnership with external professionals as required, to achieve positive outcomes for people.

Staff described the leadership at the service as approachable and supportive.

There were audits in place to monitor the quality of service. However, these were not robust enough to identify the issues found during this inspection. For example, the systems in place for oversight of staff recruitment were not robust placing people at risk of receiving unsafe care and support. The staff recruitment process did not follow safe recruitment practices and several staff were employed without prior appropriate recruitment checks were carried out. This placed service users at risk of harm. Some people’s care plans had inaccurate information showing they received a personal care when the provider told us they did not. People who were assessed as having limited mental capacity had not had their best interests considered in line with the MCA principles. Systems in place for oversight of staff recruitment were not robust and staff recruitment processes did not follow safe recruitment practices with several staff employed without prior appropriate police checks.
