During an assessment under our new approach

CCS Home Care Services (Hillingdon) is a care agency providing personal care and support to people in their own homes. The agency is registered to provide care to younger adults, adults and older people. At the time of the inspection, only adults were using the service. The agency cared for people with a learning disability, people with physical disabilities, people with mental health needs and older adults. A total of 197 people were using the service at the time of our assessment. The assessment started on 3 June 2024 and ended on 18 June 2024. We visited the provider’s office on the 5 and 6 June 2024. We carried out telephone interviews with people receiving support, relatives, and staff on the 17 and 18 June 2024. This service was registered with us on 4 April 2023, and this is the first inspection. At this assessment we identified breaches of Regulation in relation to learning lessons from incidents, managing risks, effective staffing, governance and learning and improvement. People’s care needs were assessed before their care package started and were regularly reviewed. Care plans and risk assessments were reviewed but were not always updated with actions to reduce risk following incidents and accidents, safeguarding and complaints. Risk assessments had not always been developed for identified risks. The provider did not have a robust system to ensure records of visits reflected the agreed times. People’s care plans were not always up to date. The quality assurance process were not always robust enough to identify the issues found at the assessment. There were processes in place for the management of infection. Medicines were managed in a safe manner and people received their medicines as prescribed. People’s capacity to consent to their care was assessed. People felt their care workers were kind, caring and treated them with respect. Information was provided in a range of formats to meet the person’s communication needs.
