This key question has been not been rated at this assessment. People did not always receive high quality, responsive care which met all of their needs. People's care and support plans did not always accurately reflect their range of needs or risk. Neither the provider nor the registered manager had fully effective oversight of the quality of care or people’s safety. This was a breach of Regulation 17 (Good governance) of The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

Governance, management and sustainability

This was a new service. The registered manager had started in their role earlier this year (2024). They, and the nominated individual, were both open and receptive to our feedback and told us they would put new/improved systems and processes in place to address all of the concerns we had identified. We will assess these and their impact at our next assessment. Staff told us they thought the home was well run. Staff accepted the service was very new and would need time to develop and grow. One staff member said, “Weavers lodge is a lovely place to work. Management are very supportive and know what they are doing.”

Systems to review the quality of the service were in place, however they did not identify all the concerns we found during this assessment. The service started supporting people in October 2024, therefore these systems had just started to be used. The registered manager carried out audits, such as on the environment, medicines and health and safety. However, these were not effective in identifying all shortfalls such as in people’s risk management and medicines. Systems and structures for management oversight/auditing needed to be fully established, implemented and then embedded in the service as this develops.

Partnerships and communities

People had access to healthcare professionals to support their care and treatment. One person clearly required additional specialist support in relation to their highly complex emotional needs. Their relative said, “I don't think [name] has ever had the assessments he needs. He needs a professional assessment. He needs proper professional help, not just from care staff. The care staff do their best, but [I feel] they are out of their depth.” This had been acted upon by the provider and additional specialist support commenced during our assessment process. People were being supported to become members of their community. It had been a very difficult time recently as many neighbours had raised concerns about the level of noise from the home and 1 person’s behaviours. People were supported to keep in touch with friends and family by calls and visits. We saw 1 person spoke with a relative on the phone and another person was visited by a relative.

Staff worked in partnership with external agencies and where appropriate shared information. In relation to 1 person’s care, the registered manager felt all relevant information had not been shared with them prior to this person moving to the home. It had also been difficult to engage with the previous care provider to ensure a well-planned, structured transition between services.

This was a new service. They had started to develop working relationships with the local authority quality and safeguarding teams. A member of the local authority safeguarding team visited the home in December 2024.

The management team had worked hard to ‘reach out’ to the community to respond to concerns and start to build a more positive relationship. The registered manager and the nominated individual had met with neighbours to reassure them and also attended a recent council meeting where Weavers Lodge was being discussed. We found the registered manager and the nominated individual to be open, honest and fully engaged with us throughout the assessment process. They acted immediately on our feedback and took action to address any concerns we raised with them.
