There was scope to further develop the governance systems to ensure they provided adequate scrutiny of areas such as training compliance. The registered manager was taking action to address this. Staff were confident that the leadership team were committed to delivering a good quality service. Staff told us they were encouraged to share their ideas and in doing so to be involved in developing and improving the service. The leadership team implemented recognised best practice to improve experiences and outcomes for people.

Governance, management and sustainability

There were some governance systems in place. Audits were undertaken in relation to health and safety, fire safety and food hygiene. However, there was scope to develop these further to ensure they provided adequate scrutiny of areas such as training compliance. The provider was taking action to address this. The registered manager used supervision as a tool to ensure staff understood their role and responsibilities and monitor the behaviours and performance of staff. For example, we saw the registered manager had reflected in a supportive way with a staff member on the circumstances of a medicines error and expectations moving forward. The leadership team implemented recognised best practice to improve experiences and outcomes for people. For example, the registered manager ensured that care was delivered in line with Right Support, Right Care, Right Culture guidance. Communication tools were developed to help people express their choices. The systems in place helped to ensure people were supported to participate in their chosen social and leisure activities on a regular basis and to access their local community. For example, we saw that people went swimming, helped in food banks and charity shops. A healthcare professional told us, “[Registered manager] is an integral part of our Portsmouth Positive behaviour Support Network, regularly attending our forums where we share best practice… [Registered manager] has recently attended our positive behaviour support (PBS) leads course; a course designed around Practice Leadership. They provided valuable insight into the great work he is doing with his team around training, coaching, behavioural strategies, and the quality of life of those they support."

Staff were confident that the leadership team were committed to delivering a good quality service. One staff member said, “[Registered manager] is great, he’s approachable he’s fair, he gives an honest answer he’s very flexible.” Staff told us they were encouraged to share their ideas and in doing so to be involved in developing and improving the service. One staff member said, “[Registered manager] is approachable, they often have meetings with us and supervisions where they are open to suggestions and are able to have discussions with us, they do not always have to agree with us but are not dismiss it, this is why I feel they are good leaders.” The registered manager told us they were in the process of developing more sophisticated governance systems to strengthen those already in place.
