Date of assessment 10 July to 22 July 2024. Glenavon Care is a domiciliary care agency registered to provide personal care to people living in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our assessment Glenavon Care were providing support to 94 people. The service is registered to be at the address 80-86 New London Road, Chelmsford, Essex, CM2 0PD. Information we received prior to the inspection informed us the service had moved to 9 Springfields, Lyons Approach, Springfields, Chelmsford, CM2 5LB. This location is not part of the provider’s condition of registration. We are therefore considering our next enforcement action for this different location. Our inspection occurred at this 9 Springfields, Lyons Approach address, to ensure people were being supported safely. There was no registered manager at the time of our assessment, however the managing director was in the process of submitting their registered manager application and application for change of location address. At this assessment we looked at 12 quality statements relating to the key questions of safe, caring and well-led. Improvements had been made since our last inspection, we found the provider had a more robust and effective system in place to monitor the overall quality and safety of the service. Systems were in place to ensure people remained safe whilst promoting their independence. Risks to people had been assessed and guidance was available for staff to mitigate the risk of harm. There were enough suitably qualified staff to meet people’s needs. People told us staff were kind and caring. Staff felt supported by the management team.

People were complimentary of the service they received. They told us they were supported by a consistent team of people who knew them well. People told us they felt safe using the service and staff knew how to support them, they received their medicines on time where required and staff wore appropriate personal protective equipment [PPE]. People told us they had not had any missed calls, staff arrived on time and if they were running late, they would be notified. Comments from people included, “Yes, they [staff] are so kind, they know my routine and have learnt really quickly. I just feel safe with them,” and “They [staff] arrive on time, and they stay as long as we need them. When they leave, they tell us when they will be back. There are only two, regular ones, and on an odd occasion there is someone else.” People, relatives and staff told us the management team were supportive and approachable and there was a positive culture at the service.
