People received effective care. People's needs had been assessed and planned for. People's capacity to consent had been assessed and they were supported to make choices and consent to their care. We did not assess all the quality statements within this key question. We did not identify concerns relating to the areas which we judged as being met at our last inspection.

Assessing needs

The provider created individual profiles about people to describe their key needs, how they liked to be cared for, their interests and any special requirements. The provider used this information to help match staff to reflect people' individual needs. The provider created hospital passports to help make sure key information about people's needs was available for other professionals if needed.

People using the service and their relatives told us they had been involved in assessing their needs and creating care plans. They explained the provider had listened to them and planned care according to their wishes. Their comments included, ''Someone came out and asked me questions for the plan'', ''I told them what I wanted and needed and they agreed the support which is now offered'' and ''They listened to us and they review the plan as we go along.''

The registered manager told us they carried out assessments of people's individual needs including consideration of people's protected characteristics and diversity needs. The provider shared feedback they had received from a relative and a person using the service. The relative had said, ''The coordinator came to the house at the beginning [of the service] to go through assessments and care plans thoroughly. [Coordinator] was brilliant and organised aids to be fitted. [They] went through [person's] dislikes and likes and left me feeling confident.'' The person had commented, ''They asked a lot of questions and I felt they were interested in me as a person.''

Staff explained they had undertaken training about the Mental Capacity Act 2005. They were able to describe how they would ensure people's consent was obtained before providing care.

People using the service and their relatives told us they had consented to their care. They explained staff asked them for consent and respected their decisions.

People’s capacity to make decisions was assessed and recorded in their care records. People who had the capacity to consent to their care, did so appropriately. Of the care records we reviewed for people who did not have the capacity to consent to their care, best interest decisions were undertaken, and Court of Protection authorisations were in place.
