The assessment began on 14 May 2024 and concluded on 23 May 2024. Person Centred Care Service Ltd is a care at home service which provides personal care to people living in their own homes. At the time of our inspection there were 11 people receiving a regulated activity at the service. Not everyone who used the service received personal care. Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. We received concerns about the service and, as a result of this information a decision to assess the service made. We looked at 11 quality statements covering the key questions of is the service safe, caring, responsive and well led. We found improvements were required in the key questions 'Is the service safe' and ‘Is the service well led?’ and the provider was in breach of regulation 17 (good governance) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. The leadership and management the service was ineffective and there was no leadership or oversight from the provider. People were support by a team of staff who were kind and new them well and generally people were happy with the support they received from staff.
