Our view of the service
Haythorne Place is a care home providing personal and nursing care for up to 120 people, some of whom were living with mental health conditions or dementia. The service comprises of 6 houses and 1 management building. At the time of inspection,16 May 2024, there were 75 people at the service. The inspection was prompted in part by notification of an incident following which a person using the service died. This incident is subject to further investigation by CQC as to whether any regulatory action should be taken. As a result, this inspection did not examine the circumstances of the incident. However, the information shared with CQC about the incident indicated potential concerns about the management of risk of medications, environmental safety, infection prevention and control, the accuracy of written documents and the standard of care. This inspection examined those risks. The overall rating for this service is ‘inadequate’, a decline from the previous overall rating of ‘requires improvement’. We found three breaches of the legal regulations in relation to safe care and treatment, staffing and governance. We found the service did not meet people's needs safely in relation to medication management, infection prevention and control and did not ensure that records were accurate. The service did not deploy sufficient levels of suitably qualified staff to ensure people’s needs could be met in a timely manner. The environment and equipment had not been maintained to an acceptable level. Governance processes at the service had not been effective at monitoring and responding to risk. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
People's experience of this service
Feedback from people and their relatives was mixed. Some people told us they felt safe, listened to and felt there were sufficient levels of staff. However, some people also told us they had to wait for care, did not feel listened to, were unhappy with the maintenance issues at the service and the impact of this. Some people at the service told us there was a lack of meaningful activity to take part in. Whilst feedback about the service was mixed, our assessment found that care did not meet the expected standards.
