People were safe and protected from harm. People and staff understood how to make a complaint or raise a concern and felt confident to do so. People were involved in making choices about their care and support. Care and support were delivered by competent staff who were kind and caring.

Safe systems, pathways and transitions

The provider worked with partners in response to concerns raised and developed improved ways of working. The provider understood the needs of local people and the requirement for specialist services.

The provider understood the guidelines for developing specialist services and worked with commissioners to develop these in response to the needs of local people. Staff understood the requirements for additional training for themselves to work with people with a learning disability and autistic people.

The provider implemented effective person centred policies and procedures to assess people’s needs prior to care and support being agreed. People were involved in their assessments. Assessments informed the development of individualised care plans that showed the type of care and support to meet the person’s care needs and preferences.

Safeguarding

Staff understood their responsibilities in relation to safeguarding people and felt confident any concerns they had would be addressed by the senior staff in the organisation.

Safeguarding policies and procedures were available to all staff. Procedures monitored by the registered manager ensured staff took responsibility for reading these documents. Staff understood what to expect of the policies and procedures in place to keep people and others safe.

People felt safe with the staff who supported them in their homes. One person we spoke with told us, “Yes, I feel safe definitely”. People understood who to raise any concerns they may have with and were confident these would be addressed.

Safe and effective staffing

The provider's recruitment processes were safe and effective. Records confirmed required checks were completed, including those for sponsored workers. Learning and development opportunities were completed by staff, including regular updates and ongoing assessment of competence. The provider was working with an accredited training provider to develop a bespoke training programme to meet the needs of people with a learning disability and autistic people in preparation to provide specialist services.

People were supported by staff who were competent to meet their individual needs. People consistently told us staff were kind and caring. One person told us, “I can’t fault them. They are very friendly, polite, and professional”. People’s needs were known by staff who were kept up to date and understood any changes in people’s needs and support. One person we spoke with said, “They [staff] give you the feeling that they care for you as a person”. People mostly received care and support by regular staff who were known to them. One person told us, “I know them [staff] well. They are very good and polite and always do what I ask.” Other people told us they received a rota so knew who to expect to support them.

Sufficient suitable staff were deployed to meet the needs of people. Staff completed training opportunities and a number of shadowing shifts as part of their induction. Staff were assessed as competent before starting to support people. Staff continued to be supported by their managers and supervisors through regular supervision, staff meetings and competence checks.
