Plumer House (also known as Michael Batt Foundation Domiciliary Care Services) is a domiciliary care agency that provides support to people with a learning disability, autistic people or who have multiple health needs associated with their mental health. At the time of our inspection 2 people were receiving personal care. We looked at 21 quality statements; Learning culture, Safeguarding, Involving people to manage risks, Safe and effective staffing, Medicines optimisation, Assessing needs, How staff, teams and services work together, Supporting people to live healthier lives, Consent to care and treatment, Treating people as individuals, Independence, choice and control, Workforce wellbeing and enablement, Person-centred Care, Care provision, Integration and continuity, Providing Information, Listening to and involving people, Equity in experiences and outcomes, Shared direction and culture, Capable, compassionate and inclusive leaders, Governance, management and sustainability and Partnerships and communities. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. 'Right support, right care, right culture' is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. This service has been in Special Measures since 12 July 2023. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures. Date of assessment 5 June 2024.

People's experience of the service

People indicated and communicated through their own communication styles that they were receiving safe and good quality care. We received positive comments from healthcare professionals and people’s relatives about their experiences at the service. Through our observation and speaking with staff we identified that people living at the service experienced positive outcomes which were driven through maximising people’s independence and desired outcomes.
