During a routine inspection
We spoke with four relatives. Two relatives told us staff promoted their relatives' independence. However, another relative told us they felt staff were not doing enough to promote their relative's independence. They said, 'They do things for [their relative] rather than encouraging [their relative].'
We looked at the care records for four people using the service. We saw that some support plans were short and did not always include enough detail about the preferences of the person and the support they needed.
Two people using the service told us they felt safe and their finances and belongings were protected. The third person told us they 'mostly' felt safe. The manager told us there had been a delay in reporting a recent safeguarding concern to the local authority because a member of staff had not made the referral when they were informed about the concern.
We found gaps in staff training, supervision and appraisals. We also found that the provider did not have an effective system in place to regularly assess and monitor the quality of service that people received.
