Our view of the service
Date of assessment: 12 August to 24 September 2024. We carried out 3 site visits to the registered office, all of which the registered manager did not attend to support with the assessment. The registered manager would not engage with us throughout the assessment. The registered manager had left the business manager in charge of the service in their absence, but they were not given permission by the provider or registered manager to have access to records or systems, which meant we were unable to gather sufficient evidence to assure ourselves that the service was safe. Systems were not in place to ensure there was a positive culture within the service. The registered manager did not demonstrate they had the experience, capability and integrity to ensure care and support could be delivered safely and that risks were well managed. The oversight was poor and inadequate and there were no systems or processes in place. The registered manager failed to ensure that risks to people’s health and well-being were well managed and mitigated, which left people at risk of harm. We could not be assured that people were treated with kindness, compassion and dignity. We found 7 breaches of the legal regulations in relation to person-centred care, dignity and respect, safeguarding, safe care and treatment, consent, fit and proper persons employed and governance. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
People's experience of this service
Whilst people we spoke to expressed that they were generally happy with their care, our assessment found significant concerns with the care people received. For example, people’s health risks were not well managed. One person’s care plan detailed they had diabetes but contained no information as to how this was managed, what risks this posed to the person or guidance for staff on how they should support them. The lack of information around the person’s diabetes left them at serious risk of harm. Care plans did not contain any information around people’s capacity and their ability to consent. There were no systems in place to review how people were treated and monitor the quality of care provided by staff. We could not be assured that people were treated with kindness, compassion and dignity.
