Staff training was individualised to meet people's assessed needs. Care plans were updated to reflect people's current needs and goals. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests policies and systems in the service supported this practice.

Assessing needs

When people were unable to make decisions about their care themselves the best interest process was followed. Professionals and people who knew the person well were involved in the process to help ensure any decision taken on their behalf was proportionate and in their best interest.

People’s changing needs were taken into account. One person had recently moved from another of the provider's locations as No 18 would offer them more opportunities to develop their independence. Staff told us this had been a positive move. There were systems in place to ensure staff were kept up to date with any changes in people’s needs. Staff supported people to identify goals and helped monitor their progress.

Staff supported people to identify goals in order to broaden their experiences and helped monitor their progress. Records showed people were encouraged to be involved in the steps needed to achieve any goal. A relative told us regular reviews took place to check the service continued to meet their family members' needs.

Daily notes showed choice and decision-making were a routine part of people’s lives. Staff were skilled at recognising people’s communication techniques and were able to respond to them effectively. We saw people making choices about where they spent their time and what they wanted to do. Staff were able to describe how they ensured people were consenting to care. They were skilled at recognising people’s communication techniques and were able to respond to them effectively.

Staff explained how they understood when people were consenting to care and the importance of this. Comments included; "[Name] likes to do their own personal care. We work with them, we always need their consent, always telling them what is happening" and "We give [name] choices, ask if they are ready. It is always [Name's] decision."

Best interest processes were followed in line with legal requirements. A relative told us they believed all restrictive practices were necessary and proportionate.
