We carried out an assessment of Rapid Review and Resettlement. This is a specialist service used by autistic people or people with a learning disability. The date of assessment was 9 September 2024 to 20 September 2024. The assessment included 2 site visits, telephone calls to relatives of people using the service, and seeking and receiving the views of additional staff members following our site visits via emailed questionnaires. The assessment was completed to follow up on enforcement action we took following our previous inspection in July 2023 and August 2023, when we identified issues relating to person centred care, safeguarding processes, governance and record keeping. The provider had made improvements and is no longer in breach of regulations. People received safe, person centred care which met their needs and wishes. The provider was adhering to safeguarding processes, and had reported any concerns to the required professional bodies. Overall, record keeping was detailed and accurate, with people’s care plans explaining how they wanted to be supported. The provider audited and assessed service provision each month, and had employed an external organisation to review and help improve governance processes. Overall medicines were managed safely, however, we did find one medicine which was out of date. Staff received sufficient training and support to provide safe and effective care. Enough staff were deployed to meet people’s needs and support them in line with their care plans. Accidents, incidents and complaints were managed appropriately. Systems and process were in place for involving people and/or their relatives in their care & support. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

People received care and support in line with 'Right support, right care, right culture' guidance. The model of care, and the setting, maximised people’s choice, control and independence. Care was person-centred and promoted people’s dignity, privacy and human rights. The ethos, values, attitudes and behaviours of leaders and care staff ensured people using the service lead confident, inclusive and empowered lives. Relatives were very complimentary of the service and the care and support provided; they told us the provider had made a noticeable difference to the quality of life of their loved ones. Relatives also spoke positively of the staff, who were described as compassionate and empathetic and provided good care. People were supported to engage in activities and interests of their choosing, some of which they had not completed for a long time, as previous providers' had considered them too risky or unsuitable. People’s independence was promoted as much as possible, with assistive technology used to help support this. People were supported to live healthier lives. Relatives spoke positively of the support provided in this area, especially around the provision of personal care and support with personal hygiene. Each person had a detailed health action plan, which detailed their health needs and support provided. People were supported appropriately with their diet and nutrition. People and relatives views were regularly sought and used to help improve the service.
