Finch Manor Nursing Home

Date of assessment: 15 October to 30 October 2024. Finch Manor Nursing Home is a care home registered to provide personal and nursing care for a maximum of 89 people. At the time of our assessment 66 people were living at the service. Our overall rating has changed from inadequate to requires improvement. We found two breaches of the legal regulations. Aspects of medicines management were not managed safely. Governance systems had improved since our last inspection, but some areas needed further improvement. For example, systems to ensure accidents and incidents were appropriately managed needed to be more robust. Further work was needed to ensure applications to deprive people of their liberty were made in a timely manner, improvements were needed to ensure sufficient oversight of the care monitoring records for people. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have asked the provider for an action plan in response to the ongoing governance concerns found at this assessment. Significant improvements had been made to ensure people were receiving safe care and treatment. Up to date risk assessments and care plans were in place and these were regularly reviewed. Nursing oversight of needs of people had improved. People were supported to maintain relationships with family and friends and there was some improvement in the activities on offer for people to engage with. Staff received the training they needed to perform their roles and told us they felt much better supported by the current management team and provider. This service has been in Special Measures since 18 January 2023. The provider demonstrated improvements have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

We spoke with a range of people who used the service and, where appropriate family members. We received mixed views about their experiences of the service. Family members generally felt people were safe living at the home and said they would speak with staff if they had any concerns. People knew how to complain and who to complain to. Not everyone felt their complaints drove any real sense of change within the service. For example, we were told people had repeatedly fedback to the provider about the quality and temperature of food, however, people told us they were yet to see any improvements. People generally liked the staff who were described as kind and caring however, consistently we were told there was a high turnover of staff. Although regular staff knew people well, new staff didn’t always fully understand their needs. Some people told us there were sometimes not enough staff available to support them in a timely manner and they had to wait for staff to respond to their needs. Our observations showed generally staff were caring and respectful, however we observed a couple of occasions when staff did not follow peoples care plan. On one occasion, staff communication with a person caused them a short period of distress. People told us the service was clean and did not raise any concerns about infection control. People’s family and friends were free to visit when they wished.
