Date of assessment: 15 October to 30 October 2024. Finch Manor Nursing Home is a care home registered to provide personal and nursing care for a maximum of 89 people. At the time of our assessment 66 people were living at the service. Our overall rating has changed from inadequate to requires improvement. We found two breaches of the legal regulations. Aspects of medicines management were not managed safely. Governance systems had improved since our last inspection, but some areas needed further improvement. For example, systems to ensure accidents and incidents were appropriately managed needed to be more robust. Further work was needed to ensure applications to deprive people of their liberty were made in a timely manner, improvements were needed to ensure sufficient oversight of the care monitoring records for people. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have asked the provider for an action plan in response to the ongoing governance concerns found at this assessment. Significant improvements had been made to ensure people were receiving safe care and treatment. Up to date risk assessments and care plans were in place and these were regularly reviewed. Nursing oversight of needs of people had improved. People were supported to maintain relationships with family and friends and there was some improvement in the activities on offer for people to engage with. Staff received the training they needed to perform their roles and told us they felt much better supported by the current management team and provider. This service has been in Special Measures since 18 January 2023. The provider demonstrated improvements have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.
