During an inspection looking at part of the service

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

About the service

Lion Road is a ‘care home’ that provides care and support for up to eight people. All the people who live at Lion Road have a learning disability. There were seven people living there at the time of the inspection. The care home is in Twickenham.

CQC regulates both the premises and the care provided, and both were looked at during this inspection.

People’s experience of using this service and what we found

The service was able to demonstrate how they were meeting the underpinning principles of Right support, right care, right culture.

Right Support

People received a service that was safe for them to use and staff to work in. The quality of the service was regularly reviewed, and changes made to improve people’s care and support as required, in a manner that best suited people. The service had well-established working partnerships that promoted people’s participation and reduced their social isolation.

Right Care

The service had enough well trained and suitably recruited staff that supported people to live safely, whilst enjoying their lives. Risks to both people and staff were assessed, monitored and reviewed. Complaints, concerns, accidents, incidents and safeguarding issues were reported, investigated and recorded. Trained staff safely administered people’s medicines.

Right culture

The service had a leadership and management that was transparent with an honest, open and positive culture. The provider had a clearly defined vision and values that staff understood and followed them. Staff were made aware of their responsibilities, accountability and happy to take responsibility and report any concerns they may have.

Rating at last inspection

The last rating for this service was Good (published 31 July 2019).

Why we inspected

We undertook this inspection to check whether the service was continuing to provide a good rated service to people.

We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively.

For those key questions not inspected, we used the ratings awarded at the last inspection to calculate the overall rating.

The overall rating for the service remains good. This is based on the findings at this inspection.

During a routine inspection

About the service

Lion Road is a care home providing care and support for up to eight people with learning disabilities. The home is operated by the Metropolitan Housing Trust Limited. There were no vacancies.

The service has been developed and designed in line with the principles and values that underpin Registering the Right Support and other best practice guidance. This ensures that people who use the service can live as full a life as possible and achieve the best possible outcomes. The principles reflect the need for people with learning disabilities and/or autism to live meaningful lives that include control, choice, and independence. People using the service receive planned and co-ordinated person-centred support that is appropriate and inclusive for them.

People’s experience of using this service and what we found

People enjoyed living at the home and it provided a safe place for people to live and work in. Risks to people were assessed, enabling them to live safely whilst taking acceptable risks. Accidents and incidents and safeguarding concerns were reported, investigated and recorded. There were enough, appropriately recruited staff. Medicine was safely administered.

People did not experience discrimination. Staff communicated clearly with people, were well-trained, supervised, and appraised. They encouraged people to discuss health needs and people had access to community-based health care professionals. People were supported to choose healthy and balanced diets that also met their likes, dislikes and preferences and protected them from nutrition and hydration risks. The premises were adapted to people’s needs. Transition between services was based on people’s needs and best interests.

The home’s atmosphere was welcoming and friendly. People enjoyed the way that staff provided care and support for them. Staff were caring and compassionate. Throughout our visit positive interactions took place, between people, staff and each-other. Staff observed people’s privacy, dignity and confidentiality. People were supported to be independent and had access to advocates.

People got person centred care with their needs assessed and reviewed. They were given choices, followed their interests and hobbies and did not suffer from social isolation. People received information to make decisions and end of life wishes were identified. Complaints were recorded and investigated.

The home’s culture was positive with open and transparent management and leadership and there was a clear organisational vision and values. Areas of responsibility and accountability were identified, and the quality of the service regularly reviewed. Audits were carried out and records kept up to date. Good community links and working partnerships were established. Registration requirements were met.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

The service applied the principles and values of Registering the Right Support and other best practice guidance. These ensure that people who use the service can live as full a life as possible and achieve the best possible outcomes that include control, choice and independence. The outcomes for people using the service reflected the principles and values of Registering the Right Support by promoting choice and control, independence and inclusion. People's support focused on them having as many opportunities as possible for them to gain new skills and become more independent.

The last rating for this service was good (published 13 September 2017). Since this rating was awarded the registered provider of the service has changed. We have used the previous rating to inform our planning and decisions about the rating at this inspection.
