Whittington Moor Surgery is an NHS GP practice located in Chesterfield, Derbyshire. We carried out an announced assessment of five quality statements, under the key questions Safe, Effective, Responsive and Well-led at Whittington Moor Surgery between 12 and 19 February 2024. We carried out this assessment because the practice had not been inspected since 5 November 2015. The practice remains rated as outstanding overall. It is rated as outstanding in the key questions caring and well-led, and good in the key questions safe, effective and responsive. The assessment included on site activity, requesting evidence from the practice and remote interviews of staff. We also completed clinical searches on the practice’s patient records system. At this assessment we found that the provider had a proactive and positive culture of safety based on openness and honesty, in which concerns about safety were listened to, safety events were investigated and reported thoroughly, and lessons were learned to continually identify and embed good practices. Medicines and treatments mostly met people’s needs, capacities and preferences by enabling them to be involved in planning, including when changes happen. The provider maximised the effectiveness of people’s care and treatment by assessing and reviewing their health, care, wellbeing and communication needs with them. The practice actively sought out and listened to information about people who were most likely to experience inequality in experience or outcomes. They tailored the care, support and treatment in response to this. There were clear responsibilities, roles, systems of accountability and good governance to manage and deliver good quality, sustainable care, treatment and support. However, we found systems were not fully effective to mitigate risks. This was a breach of regulation 12, and the provider is subject to an action plan to remedy the breach.
