Bumblebee Lodge is a residential home supporting people with autism and/or learning difficulties. The service is registered to support 3 people providing accommodation and personal care. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. We carried out this assessment from the 27th June to the 31 July 2024. We visited Bumblebee Lodge on 27th June 2024 and on 17th July 2024. We looked at 17 quality statement across the 5 key questions we use to inform our assessments. There were a number of concerns that could affect people’s safety. This included safeguarding concerns not always being managed robustly. Where people had been deprived of their liberty the provider had not always followed processes to ensure this was maintained in line with the Mental Capacity Act (2005). This is a breach of Regulation 13 of the Health and Social Act 2008 (Regulated Activities) Regulation 2014. Risks to people’s safety were not always well managed. There was a lack of clarity over how staffing levels and were managed and there were concerns around medicines management. There was a lack of clear processes in place to learn from events. Although staff had a good knowledge of the people at the service, assessment processes in place did not always give staff the information they needed to safely support people. Staff worked effectively with people to ensure they provided care and treatment in line with people’s choices. People were supported by staff to have independence, choice and control in their day to day lives.
