During an assessment under our new approach

Dale Care-Beechfield Court is an extra care housing service which can support up to 75 people. People using this service lived in their own flat within a large building, or in a bungalow within the grounds of the main building. Not everyone living at Beechfield Court received personal care. The Care Quality Commission only inspects where people receive personal care. At the of inspection 63 people were receiving the regulated activity. We carried out our on-site inspection on 4 June 2024, off site assessment activity started on 4 June 2024 and ended on 19 June 2024. The service was previously inspected in April 2021 and was rated requires improvement in the safe domain and good in well-led. Following information of concern received by the CQC, a focused unannounced assessment was carried out on 4 June 2024. We assessed the provider against all the quality statements in the safe domain and well-led domain. We found evidence that showed although some systems were in place to provide effective care and support to people ,some improvements were required to ensure it was safe, timely and person-centred care to people. There were regulatory breaches identified with regard to safe care and treatment and medicines management and good governance following this visit.

About the service

Beechfield Court is an extra care housing service which can support up to 75 people. People using this service lived in their own flat within a large building, or in a bungalow within the grounds of the main building. Beechfield Court provides a service to people with a range of needs including those living with physical health needs, mental health conditions and/or dementia type conditions.

Not everyone living at Beechfield Court received personal care. The Care Quality Commission only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this inspection 61 people were in receipt of a personal care service.

People’s experience of using this service and what we found

Staff followed safeguarding procedures. There were enough staff on duty. People were happy with their care. Care records were person-centred. Improvements to medicine records were carried out following feedback during inspection. Guidance for infection prevention and control needed to be further embedded.

Good improvements had been made since the last inspection. Staff said they felt supported. Procedures to monitor the quality of the service were in place. We made a recommendation about monitoring systems for medicines and infection prevention and control. Surveys had been carried out and reflected the positive care which people received.

Rating at last inspection and update

The last rating for this service was requires improvement (published 1 April 2020). The provider completed an action plan after the last inspection to show what they would do and by when to improve. At this inspection we found improvements had been made and the provider was no longer in breach of regulations.

Why we inspected

We carried out an announced comprehensive inspection of this service on 18 February 2020. A breach of legal requirements was found. The provider completed an action plan after the last inspection to show what they would do and by when to improve safe care and treatment in relation to medicines.

We undertook this focused inspection to check they had followed their action plan and to confirm they now met legal requirements. This report only covers our findings in relation to the Key Questions Safe and Well-led which contain those requirements.

The ratings from the previous comprehensive inspection for those key questions not looked at on this occasion were used in calculating the overall rating at this inspection. The overall rating for the service has changed from required improvement to good. This is based on the findings at this inspection.

During a routine inspection

About the service

Beechfield Court is an extra care housing service. The service can support up to 75 people. People using this service lived in their own flat within a large building, or in a bungalow within the grounds of the main building. Beechfield Court provides a service to people with a range of needs including those living with physical health needs, mental health conditions and/or dementia type conditions.

Not everyone living at Beechfield Court received personal care. The Care Quality Commission only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this inspection 40 people were in receipt of a personal care service.

People’s experience of using this service and what we found

Medicines management required improving. Staff were caring and respectful towards people. People felt safe living at the service. Staff knew how to help protect them from abuse. New staff were recruited safely. Enough staff were on duty to support people with their needs.

Most risks to people had been assessed. Care plans and risk assessments for some people living with more complex needs required reviewing more often. The management team took immediate action to address this issue.

Staff had the right training, experience and skills to care for people well. They were supported through supervision meetings with the management team and had their performance assessed.

Staff supported people to access health professionals if they needed support in this area. People had access to communal areas within the service including a bistro and a garden. Where needed people were assisted with the preparation of meals and drinks to maintain a healthy lifestyle.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported support this practice. People were able to make decisions about the care they received. Complaints were managed appropriately in line with the providers complaints policy.

Staff worked with a range of external professionals to care and support people. People, relatives and staff told us the service was well-led. They spoke highly of the management team. Most staff told us they felt supported and were listened to.

The last rating for this service was requires improvement (published 24 October 2018). Since this rating was awarded the registered provider of the service has changed. We have used the previous rating to inform our planning and decisions about the rating at this inspection.
