People did not have their independence promoted and there was a total lack of goal planning to set aspirations. People had a lack of choice and control over their care. This meant the service was not meeting the principles of RSRCRC as the model of care did not maximise people’s choice control and independence and was not person-centred. Therefore, there was a breach of Regulation 9.

Independence, choice and control

People and their relatives gave mixed feedback on their experiences. However, overall we found people were not given choice, control or their independence promoted. One relative told us, “there is one carer that talks to [person] normally. [Person] only has 10% communication but [they] can do a lot. The carers go out shopping and buy [their] clothes and really care. I would like them to go the extra mile. Be person centred and do the activities [person] likes. I want them to watch [person] flourish and enjoy [themselves]. I don’t feel like they want that.” We saw evidence that people had not been supported to take their Christmas presents home when they went to stay with their relatives and one person who had not been given their Christmas presents on Christmas Day.

We spoke to a manager who told us that the lack of staff has impacted on people being able to go out and do what they wanted to do. This has led to some people feeling nervous about actually leaving the home and partaking in things they had previously enjoyed doing.

We were concerned about people being punished due to their behaviour. We found examples where people had been stopped from going out as they had ignored staff. Charts to record certain types of their behaviour were sometimes completed but these were not reviewed to see if the approach to the person had worked and to look at what would be a better way of supporting them to be able to achieve them going out and doing the things they liked to do.

Independence was not always promoted. Care records did not reflect or contain details about how and where this could be promoted by staff. There was no meaningful goal setting to give people aims to achieve and when they were they were not followed up or reviewed. Care records were not reviewed regularly with families or people.
