Northamptonshire Healthcare NHS Foundation Trust (NHFT) provide healthcare services at HMP Peterborough. Between 21 and 23 October 2024 we accompanied His Majesty’s Inspectorate of Prisons (HMIP) on their independent review of progress (IRP) inspection and also carried out a focused inspection of healthcare services provided by the Trust. At our last joint inspection with HMIP in November 2023 of the women’s site and then in January 2024 of the men’s site, we found that the quality of healthcare provided by NHFT at this location required improvement. We issued Requirement Notices in relation to Regulation 17 Good Governance and Regulation 12, Safe Care and Treatment. The purpose of this focused assessment was to determine if the healthcare services provided by the Trust were meeting the legal requirements of the relevant regulations. At this assessment we assessed 7 quality statements across safe, effective and well led key questions. We found that although some improvements had been made, there was not sufficient progress against the breaches. Therefore, we have issued a further Action Plan Request for Regulations 12 and 17. Clinical observations for patients detoxing were not carried out in line with Trust policy or national guidance. We found that staff did not monitor the mental health triage and assessment waiting lists to help identify any increased risk; or complete mental health assessments in line with national guidance. Clinical records relating to depot injections were not accurate or consistent. The process for maintaining oversight of patients who did not receive their medicines was not effective. Tools used to maintain oversight and improve the quality of the service were not effective. We do not currently rate services provided in prisons.
