Our view of the service

Date of assessment 26 March to 7 May 2024. We found 2 breaches of legal regulations in relation to governance which impacted on care and treatment. We rated the service as inadequate in the areas we assessed. Gloucestershire Hospitals NHS Foundation Trust provide a maternity service for women in Gloucestershire. We conducted an evidence-based, desk top assessment of the hospital. The assessment also included an onsite visit on 26 March 2024. This assessment was to follow up on actions we told the trust to take in a previous inspection and in response to concerns raised with us more recently. We assessed a total of 5 quality statements from the safe and well led key questions and found areas of concern in governance and staffing. Governance systems and audits were not effective in identifying or addressing areas for improvement. Arrangements for ensuring agency staff were familiar with trust systems were not always effective. However, staffing numbers had improved and gaps were filled with agency staff. Staff training in safeguarding people had improved. The assessment of these 5 quality statements indicated areas of concern since the last inspection, although there had been some improvements, our overall rating remains inadequate. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.

People's experience of this service

Feedback we received from people’s experience of using the service was not always positive and some felt they were at risk of harm. A theme from complaints received by the trust related to staff knowledge and experience of trust systems. Some agency staff had not been familiar with newly implemented record keeping systems, which impacted on patient care. Some patients also experienced delays on discharge because they were waiting for a medical review. However, responses to Friends and Family surveys showed over 85% of people who used the service had a positive experience.
