Well-led
There were clear and effective governance, management and accountability arrangements. Staff understood their role and responsibilities. Managers accounted for the actions, behaviours and performance of staff. The systems to manage current and future performance and risks to the quality of the service took a proportionate approach to managing risk that allowed new and innovative ideas to be tested within the service. Data or notifications were consistently submitted to external organisations as required. There were robust arrangements for the availability, integrity and confidentiality of data, records and data management systems. Information was used effectively to monitor and improve the quality of care. Leaders implemented relevant or mandatory quality frameworks, recognised standards, best practices or equivalents to improve equity in experience and outcomes for people using services and tackle known inequalities.

Governance, management and sustainability
All staff were clear about their roles and responsibilities. Staff told us the registered manager provided support and guidance, they felt confident approaching the management team and they felt listened to. One staff member told us, “There are times I have told my manager that I have not felt quite confident with an issue, and they have supported me with that.” The registered manager fully understood their regulatory responsibilities as well as responsibilities in relation to duty of candour. Duty of candour is a professional responsibility, to be honest with people when things go wrong.
The provider had relevant policies and procedures to guide staff practice and the governance of the service. The service had a current business continuity plan which supported the sustainability of the service. The provider had a quality officer in post who conducted a range of audits to review compliance of all aspects of the service, including medicines, safeguarding, care planning and staff training. The quality officer worked in line with an audit plan and any shortfalls or issues identified were recorded on an action plan which they reviewed to ensure actions were completed. The management team reviewed audit processes and any learning from this which was shared with the team and the wider business. The service had established means of sharing information with staff including team meetings, email and sending messages through the electronic devices they used as part of their role.
