Staff evidenced they respected people as individuals. However, people’s care plans did not celebrate or encourage their individuality. Records did not support that people were encouraged or involved as active participants in their care. They also failed to demonstrate opportunities were considered and sought for people to be part of their wider local community. We found some people had lost weight. Actions had not always been undertaken promptly to find the underlying cause. The provider worked well with healthcare professionals to support outcomes for people. Staff received training in equality, diversity and human rights and the provider had the necessary policies in place.

People and relatives told us they were not involved in decisions about their care, treatment and support. People explained they were happy to ask for different help if needed.

We found people's needs were not met in a timely manner. People commented they sometimes had to wait a long time for support. People spent regular periods on their own with no staff engagement. Care plans did not consistently contain detailed information about people's likes, dislikes, interests and personal histories. This meant people were not always supported in line with their assessed needs. We observed 1 person asking for a drink, the staff member did not ask what they would like and came with a drink. The person told the staff member to take it away as they did not like that flavour.

People and relatives were not involved in developing their care plan or seen it. Comments included, “I don’t know what that is” and “No, I don’t remember anyone asking either me or [relative] about anything called that and I’ve certainly not seen one.”

The registered manager told us they ensured care plans and risk assessments were used to promote equality and protects people's rights. The registered manager told us staff completed equality and diversity training, with an emphasis on culture. They told us this helped the service to support people who are discriminated against and are not treated equally because of age, gender, disability.

For example, people’s records contained little, or no information on their social interests, hobbies’ strengths culture, religion, relationships or what was important to them.
