Our view of the service

Date of Assessment: 20 November to 13 December 2024. The service is a care home providing support to older people who require support and personal care. This was an assessment to check whether improvements had been made following our previous inspection. We found 3 breaches of the legal regulations in relation to notification of safeguarding concerns to CQC, fit and proper persons employed and good governance. Though improvements had been made in areas of care, some further improvements were required. There were governance systems in place to monitor the quality and safety of the service. However, these were not yet fully robust and had not identified CQC had not always been notified of relevant incidents, or some aspects of monitoring safety in the environment, safe recruitment practices and issues in record keeping, including for medicines, needed improvement. The new leadership team was motivated to make improvements to the service, we found some improvements had been made as described throughout our report. People’s needs and risks were adequately assessed. Mental capacity legislation designed to protect people’s right to consent was properly understood and applied. Staff received adequate training. Staff supervision and appraisals had improved with further improvements planned. The number of staff on duty during onsite visits was adequate. People received their routine medicines as prescribed and had access to regular support from a GP. Staff were observed to be kind, caring and compassionate. The culture of the service was open and transparent. There was a service improvement plan in place at the time of our assessment. This service has been in Special Measures. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate in the Well-led key question. Therefore, this service is no longer in Special Measures. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service

Most people were positive about the quality of their care. They felt safe and were involved in planning their care. People said they received high quality care from knowledgeable staff who treated them as individuals. One person told us, “The home is brilliant, I have no complaints and it’s as good as it can be.” Some people could not directly tell us about their experience. We used observation to assess whether they received good care. This approach showed people were included and listened to and staff interacted positively with them. People felt able to complain and were confident action would be taken and improvements would be made. Staff knew people and worked well with relatives. One person told us, “I have to say, everyone here has been so helpful."
