Safeguarding

The service worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. They concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The service shared concerns quickly and appropriately. Safeguarding procedures were in place to ensure people were protected from avoidable harm. People told us they were safe and happy living at the service, comments included: “Oh yes, no problems here”, “Yes, I am happy here. I have settled in well”, “He is safe and warm”, “This is such a lovely home.” Staff had received training in safeguarding adults, they told us how they would raise concerns and were confident the registered manager would act immediately. A member of staff said, “I would speak to the registered manager and then take it higher. I have confidence in the management of the home.” The registered manager told us safeguarding was on the agenda for the upcoming staff meeting. Posters displayed within the service reminded people of the process for reporting concerns. Safeguarding records showed referrals had been made as necessary and this included notifying CQC of certain events as required by law. All legal applications had been made in accordance with DoLS, this meant people’s rights were fully respected. The registered manager had oversight of DoLS applications, authorisations, and conditions and used records to ensure all documentation was in date. Care records were detailed and highlighted the importance of ensuring people’s conditions were met, such as, enabling people leave the service for activities.

Involving people to manage risks

The service worked with people to understand and manage risks by thinking holistically. They provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them. People had risk assessments in place for all their care and support needs. The provider had an electronic care planning system which meant assessments were updated immediately as things changed. People and their relatives told us they felt safe in the environment and said, “It’s lovely here.” Risks to people’s wellbeing and safety had been identified and assessed. Guidance supported staff to work safely and were person centred. Risks within the environment had been considered, including individual fire safety risks and activities in the community. People were involved in their risk assessments and records signposted staff to related assessments and care plans. Staff told us about people’s risks and said they had enough information to provide safe care.

Safe and effective staffing

The service made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs. There were enough staff on duty to provide care and support. The registered manager completed a dependency assessment to ensure staffing levels were safe to provide care for people. People told us staff were there when they needed them including to spend quality time whilst doing activities and their favourite pastimes. A person told us, “I am happy with the staff. They always laugh and joke with me.” People and their relatives told us they believed there was enough staff on duty. A relative told us about how staff spoke with their loved one and said, “The staff are wonderful, they talk to them.” Staff received training and support to ensure they could carry out their role effectively. A person told us, “I get along well with the staff, and I feel relaxed here.” Staff told us they felt supported by the registered manager and management team. Supervisions were carried out and staff told us they could access support at any time. Staff were recruited safely; procedures were in place to ensure the required checks were carried out on staff before they commenced their employment. This included enhanced Disclosure and Barring Service (DBS) checks for adults. DBS checks provide information including details about convictions and cautions held on the police national computer. The information helps employers make safer recruitment decisions. Staff learning and development was in place to ensure staff were properly inducted into the service and their knowledge developed. The registered manager and the provider had oversight of training within the service.
