Our view of the service

Oasis Private Care Limited is a domiciliary care agency who provide care and support to people in their own homes. At the time of assessment, the service was providing personal care to people in Oxford and Newcastle. The assessment was carried out to follow up on concerns raised by the public and local authority around safe care and staffing. Date of assessment 16 May to 5 June 2024. We looked at 10 quality statements: safeguarding, learning culture, involving people to manage risk, safe and effective staffing, medicines optimisation, workforce wellbeing and enablement, workforce equality diversity and inclusion, learning improvement and innovation, capable and compassionate leaders and governance management and sustainability. Following the assessment, the service received an overall rating of Requires Improvement. We found five breaches of the legal regulations in relation to person centred care, safe care and treatment, good governance, staffing, and fit and employed persons employed of the Health and Social Care Act 2008 (Regulated Activities) regulations 2014. Systems and processes in place did not effectively safeguard people from abuse and mitigate the risks to people’s health, safety and welfare. The service did not always assess risks to people's health and safety or mitigate them where identified. There was an incomplete and a lack of contemporaneous record keeping. Medicines were not always given or not recorded correctly. Governance systems were not effective in identifying or addressing areas for improvement. The service did not follow safe employment strategies to ensure staff were employed or trained correctly. You can find more details of our concerns in the findings below. People's experience of this service

People and their relatives were mainly positive about their experiences with staff working for Oasis Private Care Limited. People told us they felt safe, and staff knew them well. However, people did not always receive safe care as they were not always allocated the appropriate number of staff at visits. People felt able to speak with staff if they had concerns however, felt that there were limited changes to their care after raising concerns. People did not know who the Registered Manager was and had not always been involved in care planning or asked for their feedback. While our assessment found failings where care did not always meet the expected standards, the people we spoke to expressed they were generally happy with their care.
