Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. This is the first inspection for this service. This key question has been rated good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. The vision, mission and values were visible within the lobby of the service. The registered manager told us the ethos of the home was to provide person centred care. Staff understood it was people's homes and people should have choice.

Capable, compassionate and inclusive leaders

The service had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. Throughout the assessment the management team were open, honest and responsive, acting on any queries raised. Staff felt supported by the management team. Comments included, “We are well supported, a good team spirit” and “[Registered manager] is a good manager.”

Freedom to speak up

The service fostered a positive culture where people felt they could speak up and their voice would be heard. The service had a whistle blowing policy in place. Staff felt able to raise concerns and were confident action would be taken.

Workforce equality, diversity and inclusion

The service valued diversity in their workforce. They work towards an inclusive and fair culture by improving equality and equity for people who work for them. The provider was passionate and committed to having an inclusive workforce. Staff told us they were treated fairly and equally. Support and reasonable adjustments were made for staff as and when needed.

Governance, management and sustainability

The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They act on the best information about risk, performance and outcomes, and share this securely with others when appropriate. There was a schedule of quality assurance systems in place to support the management team review and assess the service delivery. Audits and checks were carried out and an action plan was in place to address any areas of concern. The provider visited the service regularly to carry out provider level audits.

Partnerships and communities

The service understood their duty to collaborate and work in partnership, so services work seamlessly for people. They share information and learning with partners and collaborate for improvement. A visiting professional told us the home is easy to work with, they know their residents and listen to advice and recommendations.

Learning, improvement and innovation

Score: 4

The service had a strong focus on continuous learning, innovation and improvement across the organisation and local system. They always encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contribute to safe, effective practice and research. The management team told us they were currently involved in a number of pilots and projects. This included using Pool Activity Level (PAL) to support person centred care and the wellbeing of people living with dementia. A professional told us the home has been receptive to this. Innovative technology, with the use of sleep mats and motion sensors was being trialled to improve people's quality of life. this has resulted in a reduction in falls and enabling virtual night checks, so people are not disturbed at night.
