Our view of the service

Date of assessment 16 May to 19 June 2024. The date range includes both the off-site and onsite assessment. Paisley Court is a care home providing personal and nursing care for up to 60 people. The service provides support to older people including people living with dementia. At our last inspection, this service was rated requires improvement. The assessment was prompted by a review of information we held about this service. We assessed a total of 13 quality statements from the safe, effective, caring, responsive and well led key questions and found some areas of good practice and some areas which required improvement. The scores for these areas have been combined with scores based on the key question ratings from the last inspection. Our overall rating remains requires improvement. We found good practice in relation to safeguarding people from the risk of abuse and harm, recruitment of staff and assessing people’s needs. In the main we observed staff to be caring in their approach and treating people with kindness and respect. We found some concerns around the leadership and governance. Although the provider had comprehensive governance systems in place we were not assured they were always used effectively in ensuring the quality and safety of the service. Staff consistently told us they felt unsupported by managers and were reluctant to raise concerns due to a lack of action taken. This resulted in a breach of Regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. The registered manager was responsive to our findings and provided us with details of the action they had made immediately and actions in progress to make the required improvements.

People's experience of this service

Family members who we spoke with on people’s behalf told us they were happy with the care and support their relative received at Paisley Court. They told us their relative was kept safe from abuse and harm and treated well by staff. A family member commented, “Staff treat [relative] well, if I had any problems I would go straight to the management.” Family members felt staff managed risk well. Comments included, "See staff using wheelchairs and moving hoist and feel this is done safely” and “[Relative] does have a sensor mat on floor of a night to keep them safe.” We received overall positive feedback from family members in relation to staffing levels, although some commented there were occasions when more staff were needed. Comments included, “Majority of time there is enough staff, sometimes at weekend not enough”, “Never feel there is enough staff but there is somebody always around if need help” and “Could be more of a night, days seems ok.” Family members confirmed they were involved in the completion of their relative’s assessment and care plan and were involved in making day-to-day decisions about their care. Comments included, “Yes fully involved in [relatives] care plans we go through and review and update every 12 months” and “Yes involved in care plan, done a lot of discussion around arranging care plan when [relative] first moved in.” Family members told us staff were kind and caring and responsive to their relatives needs. Comments included, “[Relative] is generally treated well and always very courteous to me”, “If [relative] was ever unwell staff act very quickly” and “[Relative] is encouraged all the time to be as independent as possible and make their own choices.” Family members told us they understood the management structure at the home. They told us managers were approachable and they felt they listened and acted on what they said. Comments included, “On the ball, very quick” and “Visible."
