We issued a notice of decision to remove Goldcrest from the providers registration certificate to Cadogan Care Limited Limited on 28 May 2024 for failing to meet the regulations relating to the need for consent, safe care and treatment, safeguarding service users from abuse and improper treatment, good governance and notifying CQC of incidents they were legal required to do so.

We assessed quality statements in the responsive key question and found areas of concern. The scores for these areas have been combined with scores based on the rating from the last inspection, which was good. Though the assessment of these areas indicated areas of concern since the last inspection, our rating for the key question remains good. Care plans did not always reflect the person needs, their likes, dislikes and preferences. Relatives were not always aware of the persons care plan. We could not find any evidence to demonstrate people were included in the creation of their care plans. However, relatives felt staff were kind and caring.

Person-centred Care

Relatives told us their relatives were not always involved in make decisions about their care and they were not aware of their care plan. We found care plans did not always reflect fully reflect the person, their likes, dislikes and preferences. However, relatives told us staff were kind and caring and there had been a lot of improvements since our last inspection. We received comments including, “I have never seen anything but caring staff” , “I do feel that they are very fond of [person]” and, “they are really good.”

Staff told us they did not always get enough time to read care plans and when they did, the care plan did not provide them with all the information they needed. One staff member told us, “Some information on how to support residents is on the electronic care planning system.” This had put people at risk of not having their care needs met. However, staff had used their initiative to find out what people needed. Staff comments included, “I know how to support people because I speak to them” , “I have learned a lot from other carers” and, “other staff members explain to me what the person needs.”

We observed staff who did not take any action when one person was calling out in distress and had to intervene. However, we observed staff providing to people sat in the lounge and spoke with people with kindness and compassion. Care plans did not always include people’s care needs or when they did, did not always include instructions staff should follow to prevent the person from becoming unwell. Care plans did not always include people’s likes, dislikes and preferences and did not demonstrate people or their relatives had been included in the creation of care plans.
