The registered manager had not submitted safeguard notifications to CQC timely. The local authority had been notified, and measures to protect people using the service had been place. At the assessment, we saw managers and staff were clear about their roles, and understood quality performance, risks and regulatory requirements. A positive culture was promoted which was person-centred open and inclusive.

Capable, compassionate and inclusive leaders

Staff told us they felt supported by their managers and other colleagues, and there was a good working environment in the service. Staff said they felt able to speak to managers when they needed. Staff told us that training is mainly carried out on line, but at times the team will get together to discuss good practice, and this is sorted by the management team.

The service had a range of quality assurance checks and audits in place. The governance processes in the home was effective in identifying, and quickly rectifying issues as they arose in order to keep people safe.

Freedom to speak up

Staff had completed training in safeguarding adults. They were aware of the need to report safeguarding concerns to management or the relevant authorities. One staff member told us, "Even if there are small changes in behaviour I would record and report this."

The provider ensured staff received appropriate training to better equip them to support people in the best way possible. The provider had a system of gathering feedback from people, and staff. The provider was able to assess how the service they provided was perceived and how they could improve on the care they were providing.

Governance, management and sustainability

Staff told us they had access to good quality training. They told us the supervision they received was invaluable, and helped them to provide good support to people. The provider promoted a positive culture in the home. Staff told us they could speak to managers whenever they needed to.

The provider had failed to notify CQC of 2 safeguarding concerns in a timely manner. We discussed this with the registered manager. The notifications were submitted after the assessment. We reminded the management team of their responsibilities to notify the CQC in a timely manner. We saw documents which supported the provider understood the requirement to document and investigate incidents when things had gone wrong. Lessons learned and measures to prevent repetition were well documented, and discussed at staff meeting to ensure lessons learned were communicated across the team.

Learning, improvement and innovation

Staff had completed a range of training activities which included, Mental Capacity Act 2005 awareness, Health and Safety, Fire Safety and administering medicines. Staff told us they completed robust induction programmes and had time to read policies and procedures during this time. A staff member told us, "I enjoy working here. It is challenging sometimes but we learn from that and change things if necessary to make sure people are safe and happy."

The provider ensured new staff completed an induction period, where they not only got to know the people using the service, but they were able familiarise themselves with procedures and polices used in the home. Staff received regular supervision sessions which they told us they found helpful. There were regular risk assessment review meetings to ensure people's care plans and risk assessments were up to date. This ensured people continued to receive appropriate care and support, and enabled any changes or possible changes to support required would be addressed and changes implemented early.
