Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs

Staff made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. The registered manager spoke in depth about the efforts made by staff to support people keep well and active. For example, providing people with information about the benefits of a balanced diet and encouraging people to be active members of the local community. A visiting health and social care professional stated, “All staff have always been friendly and welcoming, it feels like visiting a friend’s home.” A person’s loved one told us, “Following the passing of a close relative, we have seen examples of their emotional and physical health being monitored and acted upon if necessary. Staff bereavement training enabled our friend to have thoughtful and sensitive support.” Records identified the fluctuating level of support and supervision people needed each day to be as independent as possible. Detailed risk assessments were in place for people who had experienced sensory loss or who had a health condition which required a higher level of support from staff. This process supported people to make informed decisions about their care and wellbeing.

The service told people about their rights around consent and respected these when delivering person-centred care and treatment. The service’s policies and procedures embedded the importance of person-centred care and treatment. We saw the use of the Accessible Information Standard throughout records. Since 2016 all organisations that provide publicly funded adult social care are legally required to follow the Accessible Information Standard. The Accessible Information Standard tells organisations what they have to do to help ensure people with a disability or sensory loss, and in some circumstances, their carers, get information in a way they can understand it. It also says that people should get the support they need in relation to communication. We observed people being offered choice at Riverview Care Home and saw the use of picture symbols presented to people to choose meals, activities, and the use of a tick or cross system to enable people to communicate their choices and provide consent.
