Bournemouth Rainbow is a domiciliary care service providing a regulated activity of personal care. The service was providing care and support to people in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this inspection, there were 6 people using the service. This was a planned inspection of quality statements under the key questions of safe, effective, caring and responsive. The inspection of the office was undertaken on 7 February 2025, and we visited people using the service on 8 February 2025. Policies, procedures and systems in place meant people were protected from avoidable harm. Recruitment processes were safe, and staff had the necessary skills and training to provide care. Risks to people’s safety and wellbeing were identified, and staff worked to reduce the risks. Safeguarding procedures were in place and staff understood their responsibilities. People were supported to maintain their independence. Staff were kind and caring and considered people’s individuality. People were supported to maintain their independence and presence in the world. People were treated with dignity and respect. Consent was sought and people were involved in decisions about their health and wellbeing. If there was a concern a person lacked capacity to make individual decisions, an assessment was carried out in accordance with the Mental Capacity Act 2005 (MCA).

We expect health and social care providers to guarantee people with a learning disability and autistic people respect equality, dignity, choices, independence and good access to local communities that most people take for granted. 'Right support, right care, right culture' is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. We spent time with people in their own homes, spoke with staff and reviewed records. People were relaxed and happy with the care and support they received. Staff supported people to live well in their own home and to ensure they were part of their local community. People had access to varied activities which included, education, socialisation and relaxation.
