During an assessment under our new approach

Bournemouth Rainbow is a domiciliary care service providing a regulated activity of personal care. The service was providing care and support to people in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this inspection, there were 6 people using the service. This was a planned inspection of quality statements under the key questions of safe, effective, caring and responsive. The inspection of the office was undertaken on 7 February 2025, and we visited people using the service on 8 February 2025. Policies, procedures and systems in place meant people were protected from avoidable harm. Recruitment processes were safe, and staff had the necessary skills and training to provide care. Risks to people’s safety and wellbeing were identified, and staff worked to reduce the risks. Safeguarding procedures were in place and staff understood their responsibilities. People were supported to maintain their independence. Staff were kind and caring and considered people’s individuality. People were supported to maintain their independence and presence in the world. People were treated with dignity and respect. Consent was sought and people were involved in decisions about their health and wellbeing. If there was a concern a person lacked capacity to make individual decisions, an assessment was carried out in accordance with the Mental Capacity Act 2005 (MCA).

During a routine inspection

Bournemouth Rainbow is a domiciliary care agency. It provides personal care to younger disabled adults living in their own houses and flats in the community. The service was registered in December 2016. We inspected the agency October 2017 but we did not rate the service because it was new and we did not have enough evidence to make robust judgements. This was the first inspection at which the service was rated.

This inspection was announced and took place on 3 and 4 July 2018. We told the provider two days before our visit that we would be coming to ensure that the people we needed to talk to would be available.

At the time of this inspection the agency was providing a service to around 10 people. However, of these, only one was receiving personal care. CQC only inspects the service being received by people provided with the regulated activity 'personal care'; help with tasks related to personal hygiene and eating. The inspection therefore focused on the care of this one person.

We spoke with the relative of this person as they themselves were not able to tell us about the care and support they had received. The relative highly valued the service provided and were very satisfied with the support their relative received.

The small team of staff employed at Bournemouth Rainbow had all been trained in safeguarding adults and were knowledgeable about the types of abuse and how to take action if they had concerns.

There had been no accidents and incidents from which any trends could have been identified and where action could be taken to reduce likelihood of recurrence.

Robust recruitment systems had been followed to make sure that suitable, qualified staff were employed in the right numbers for effective running of the service.

Assistance to the person being supported with their medicines was managed safely.

The staff team were trained so that they were equipped with the knowledge and skills for them to fulfil their role effectively.

Staff were well supported through supervision sessions with the provider, and an annual performance review.

The provider was aware of the requirements of the Mental Capacity Act 2005. The person being supported was able to give their consent.

The relative told us that the agency was very responsive and accommodating. They said their relative was treated compassionately and staff were knowledgeable about their needs.

These needs had been thoroughly assessed and a care plans put in place to. The plan was person centred, up to date and accurate.

There were complaint systems in place and the relative we spoke with was aware of how to make a complaint.

The agency was well led with the provider/manager aware of all the legislation and guidance relating to the effective running of the service.

With only a small service being provided, there was not much need for auditing and monitoring of the quality of service. We discussed the systems that would be put in place as the service develops and grows.

During a routine inspection

This was the first inspection of Bournemouth Rainbow Ltd, which was registered in December 2016. This service is a domiciliary care agency. At the time of inspection the agency provided a service to five people with a learning disability in their own home. CQC only inspects the service being received by people provided with the regulated activity ‘personal care’; help with tasks related to personal hygiene and eating. At the time of inspection two people were receiving personal care from the agency. We did not rate the service because it was new and we did not have enough evidence to make robust judgements.

There was a registered manager in post. ‘A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.’

This inspection was announced and took place on 25 and 26 October 2017. We gave the service 48 hours’ notice of the inspection visit because it is small and the manager is often out of the office supporting staff or providing care. We needed to be sure that they would be in.

All the people involved in this inspection were satisfied with the service provided by Bournemouth Rainbow. People complimented the caring nature of the staff and said there was a regular team of workers who knew them and understood to care and support them. People knew in advance which staff would be visiting them and said staff were punctual and had never missed a visit.

Staff received training, which was refreshed at regular intervals, to make sure they had the skills and knowledge required to be able to provide care safely. Their performance was monitored regularly and they were themselves supported through supervision meetings with their line manager.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice

Quality assurance systems were not yet fully developed because the agency was still in its infancy. Staff and people involved in the inspection were positive about the registered manager and his leadership.
