Condition of this registration relating to carrying out this regulated activity
You must carry out a risk assessment for all members of staff without a current Disclosure and Barring Service (DBS) within 48 hours of this notice being issued. The provider must provide the commission with written evidence that all members of staff without a current DBS are shadowed by a member of staff who has all the legally required recruitment checks in place, including where relevant any risk assessments which demonstrate they are competent and safe to provide care alone to service users. You must send a full breakdown of Staff names, DBS Reference number and date of authorisation and outcome by midday on Monday the 22 November 2021 and staff rotas to demonstrate that you have complied with this condition.
You must ensure your policies and procedures are updated to meet best practice for supporting Service Users in their own homes. This must include but is not limited to, the safe management of COVID-19 for home care workers entering the homes of Service Users, including appropriate testing arrangements for staff. You must send a report detailing how you are overseeing the overall governance, quality and improvements at the service on the 3rd Thursday of every Month, with the first report being the 19 of December 2021.
You must not accept any new packages of care without the prior
written permission of the Care Quality Commission. This includes accepting
increases to existing packages of care.
You must carry out a thorough assessment for all Service Users receiving a Regulated Activity which clearly identifies their individual needs and risks and how these needs will safely be met. Robust risk assessments and care plans must be completed within 10 days of this notice being issued. You must start with those Service Users who have the highest level of need. Including but not limited to, those requiring:
• Moving and handling support of two members of staff.
• Those with identified risks to self and others.
• Those requiring support with equipment such as catheter and continence care.
You must produce a report to demonstrate that staff employed to carry out the Regulated Activity of Personal Care in Service Users homes have the necessary skills and training to meet Service User’s needs. The report must demonstrate what oversight you have of the quality of care staff provide to Service Users, which must include supervision and observed practice. You must provide this report to the commission by the Wednesday 24 November 2021.
