Our view of the service

Loving Homecare Limited is a domiciliary care service which provides care and support to people who live in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our assessment, 2 people were being supported with personal care. We assessed a total of 34 quality statements from the safe, effective, caring, responsive and well-led key questions. This was a first assessment of the service who registered with CQC on 18 October 2022. The assessment of these 34 quality statements indicated areas of good practice and some areas which requires improvement. The overall rating is good. We carried out this performance review and assessment under Section 46 of the Health and Social Care Act 2008 (the Act). We checked whether the provider was meeting the legal requirements of the regulations associated with the Act and looked at the quality of the service to provide a rating. Unlike our standard approach to assessing performance, we did not physically visit the office of the location and used technology such as electronic file sharing and phone calls to engage with people using the service and staff. Although the registered manager was effective at identifying and taking action to address any shortfalls in practice, governance systems needed to be further developed to ensure the quality and safety of care continued to be of a high standard. People’s care plans didn’t always contain sufficient person-centred detail and some information, such as information about people’s backgrounds and preferences for routines of care. However, people's feedback confirmed they received care of a high standard.

People's experience of this service

People told us they were happy with the care and support they received. People told us they felt safe when receiving support from staff and that they knew staff well. Comments included, ‘I feel this service should receive the highest rating it can, it's wonderful, it couldn’t be better, and I would recommend it.’ People felt their privacy and dignity was respected and their independence maintained, which enabled them to live in their own homes. People had the opportunity to give feedback about their care and support and told us they would not hesitate to raise any concerns if they had any. Although we were assured staff were aware of risks to people and how to mitigate them, risks were not always recorded in people’s plan of care and where risks had been identified, some risk assessments did not contain adequate guidance for staff on how to manage them. Policies and practices were in place to help ensure people were protected from the risk of harm and abuse. Where people required care from external agencies, the service actively identified this need and supported people to access this to help ensure people received the best possible outcomes for their care and support needs.
