People and their relatives told us staff were caring. Staff at the service worked effectively to promote peoples’ independence. However, we found some people living with dementia did not always have their right to privacy maintained.

People we spoke with told us they felt consent was requested prior to care, and their choices were respected. However, we found multiple people living in the dementia unit were under excessive surveillance in their personal spaces, without consideration of less restrictive options to maintain their safety. This meant that people using the service did not always have their rights to privacy maintained.

Staff we spoke with told us people were encouraged to make their own choices and were supported to maintain their independence. Comments included, “that’s following the care plan, giving them choice and letting them do the things they can do” and, “I encourage them to do more for themselves if they are capable of doing it. They have choices on what they wear, eat what they would like to drink.” However, leaders at the service failed to demonstrate they were working within the regulations in relation to maintaining peoples’ right to privacy where CCTV was in operation.

Where cameras were activated in peoples’ bedrooms, people and/or their representatives were able to express limitations to the timings of footage being recorded, for example during personal care. However, care plans did not always provide guidance for staff to ensure peoples’ dignity was maintained during personal care while CCTV was in operation.

We were not assured the provider had always ensured the privacy and dignity of people whilst in their bedrooms. Some people living in the dementia unit had continuous CCTV monitoring in their bedrooms. Documents relating to the use of CCTV in people’s bedrooms contained generic information and were not person centred. Mental capacity assessments failed to sufficiently identify relevant histories of trends of incidents to justify the use of CCTV surveillance, and evidence provided did not demonstrate that less restrictive options had been considered. People were supported to attend regular meetings where they had the opportunity to discuss any concerns they may have and make suggestions. The manager ensured they communicated with relatives any changes in the running of the home, staffing changes and information they required. They also provided them with the email addresses of relevant senior staff so they could communicate with them directly if they had a concern or a query in relation to the care of their family member. People were supported to access activities and outings of their choice. There was a monthly activities schedule and various activity plans were displayed for people to see and to remind them of what is on offer. There were activities each day of the week and throughout the day on each unit. They were also supported to suggest activities or outings they would like to do, and every effort was made to make these happen.
